GOBEYOND project : a stopover in Portugal

The partners of the GOBEYOND project (GeO and weather multi-hazard impact Based Early warning and response systems supporting rapid deploYment of first respONders in EU and beyonD), led by the University of Catalonia and supported by the European Union, met in Sétubal, Portugal, to share the project’s progress and prepare the next steps.

Gobeyond responds to the need to implement a global early warning system, as called for by the United Nations and the World Meteorological Organization (WMO).

The aim of the project is to design and provide a platform for anticipating and managing the impacts of hydro-meteorological and geological hazards (earthquakes, volcanoes, tsunamis), in order to continuously improve operational response in Europe and the Mediterranean basin.

Predict presented a first version of the prototype, integrating functionalities meeting the needs of the four pillars of risk management (Risk Knowledge – Preparedness – Monitoring – Warning and Dissemination), as well as European data made available by the European Centre for Medium-Range Weather Forecasts (ECMWF).

Predict in Côte d’Ivoire : PARU and VIGICLIMM projects

Since the end of September 2024, Predict has been supporting the Côte d’Ivoire authorities as part of the VIGICLIMM project (Projet de modernisation du système de vigilance, d’alerte, et de services climatiques et météorologiques aux usagers) and the PARU (Projet d’Assainissement et de Résilience Urbaine) urban sanitation and resilience project.

As part of the VIGICLIMM project, financed by the AFD – Agence Française de Développement, Predict is working alongside Météo France International (MFI) to strengthen the capacity of the Société d’exploitation et de développement aéroportuaire, aéronautique et météorologique (SODEXAM Côte d’Ivoire), helping it to modernize its vigilance, warning and climate and weather services to users.

Predict is also working with the Côte d’Ivoire authorities, with its partner BRL Ingénierie as part of the PARU project financed by the World Bank, to improve the Early Warning and Forecasting System (SPAP) aimed at protecting populations against the risk of flooding.

Over a two-week period, Predict worked with the Ivorian authorities to carry out an audit prior to the modernization of the country’s early warning and alert system, and to draw up the first Community Safety Plans (Plans Communaux de Sauvegarde – PCS) in Côte d’Ivoire, in order to design the preventive action plans needed for effective, operational management of the flood risks affecting the autonomous district of Abidjan.

MED MAX I Occitanie – Saïdia Resorts

From September 29 to October 6, Predict Services was on hand to assist the organizers of the fantastic MED MAX I Occitanie – Saïdia Resorts sailing race in the Mediterranean, to ensure that it ran smoothly during a period when risky Mediterranean phenomena are commonplace.

A closed sea, the Mediterranean set a new record for average temperature this summer (28.9°C), and is a hotspot for observing climate change and the resulting risks.

Faced with this challenge, Predict is working to set up the “Early Warning for Med” system as part of the European Gobeyond project, which is part of the drive to implement a global early warning system called for by the UN and the WMO.

Predict is also supporting the Moroccan Ministry of the Interior in the development of a warning and early action system: the Vigirisque Project.

Predict was also keen to accompany the MED MAX, linking two shores of the Mediterranean from the town of Grau-du-Roi in France (a town that Predict has been assisting for many years) to Saïdia in Morocco.

On Wednesday September 25, Alix Roumagnac took part in a conference on the Mediterranean climate and associated risks.

Salon Horizon Climatique in Toulon

On Wednesday October 2, Predict took part in the “Salon Horizon Climatique”, a first-of-its-kind event organized by the Var Chamber of Commerce and Industry and the Métropole Toulon Provence Méditerranée.

The one-day event gave visitors the opportunity to discuss the vulnerability of businesses to risk, and how warning and decision-support systems can help them to better prepare for these increasingly risky phenomena.

Understanding Risk Global Forum

On June 21, at the Understanding Risk Global Forum (UR24), a conference on risks organized by the World Bank, Predict, represented by Alix Roumagnac and Karine Moreau, led an interactive session dedicated to risk management, the use of satellite data and early warning systems.

Participants from Fiji Islands, Indonesia, Japan, Saudi Arabia, Ghana, Australia, Bangladesh, Pakistan and Sierra Leone contributed to understanding the potential contribution of space to risk management and early warning in these countries.

The presentation of the Gobeyond project and the EW4MED platform caught everyone’s attention as a solution capable of aggregating the functions and data needed for early warning and action. Dates have been set for further discussions.

Presentation of the Gade Lapli Project at the Spatial Climate Observatory Congress

Invited by CNES (Centre National d’Etude Spatial) to the Spatial Climate Observatory Congress on May 30, 2023 at Bercy, Predict presented the Gade Lapli project. This project provides indicators and services using satellite data to estimate rainfall and flood areas. Tested on the highly vulnerable territory of Haiti, the operational objective (warning, crisis management) also serves to understand climate change by identifying and characterizing extreme events.
